Four sheets of two-colour closed-cell shadow foam, twenty-four by sixteen inches, black over high-visibility yellow. Cut a pocket for each tool through the black layer and the yellow shows through, so a missing tool is visible from across the room at a glance rather than after an inventory. That is the whole idea, and it is why shadow boards are mandatory in aerospace, food production and precision maintenance, where a tool left inside equipment is a serious event. It is just as useful in a general workshop, where the same problem shows up as tools quietly disappearing over a year. Cut with a sharp utility knife against a straight edge, or with a hot wire for clean curves. Leave a finger relief notch at each pocket or the tool cannot be picked out with gloves on. Closed cell, so it does not absorb oil or coolant and can be wiped down.
